BAWASA

Babati WSSA was officially established on 23-12-2002 by the Minister responsible for Water and its first Board of Directors was appointed in February 2004. This was in accordance with Water Works Act No. 8 of 1997 as repealed by Water Act No. 12 of 2009 and as repealed in Act No. 5 of 2019 requiring establishment of autonomous water entities in urban areas of Tanzania. BABATI WSSA started operations in March 2004. and its major functions are to provide water supply and sanitation services to the people of Babati town.

Babati WSSA was clustered with Magugu, Gallapo, Bashnet and Dareda by GN 662 of 6th September 2019 and later was clustered with Katesh through letter dated 3rd August 2021

About

Mandate

The National Water Policy (NAWAPO) 2002 provides a directive for water service providers in Tanzania to ensure universal metering in their water supply system as one of the mechanisms to achieve full cost recovery, water demand management and implementing principles of equity. Also, Section 21 of the Water Supply and Sanitation Act No 5 of 2019 require Water Supply and Sanitation Authorities (WSSA) to meter all production points and customer connections to measure the amount of water produced and supplied to all consumers.


Regulation 46 of the Water Supply Regulations (2019) requires the Water Supply and Sanitation Authorities to install and maintain water meters in proper repair and good working order. Babati Water Supply and Sanitation Authority acknowledge the importance of accuracy in quantifying clean water produced and billing of water services. The development of this Policy Guideline is informed by the importance of efficient management of Water Meters which significantly impacts the BAWASA’s overall performance. This Policy will form the basis of water meter procurement, usage and disposal water meter. In this respect Babati Water Supply and Sanitation Authority develop this Water Meter Management Policy to act as the tool for managing water meters. This policy is in place to ensure that all meters are installed and maintained to the correct standards. It also allows customers to be charged fairly for their water usage. It sets out the commitments that authority will fulfill to customers for the way in which it will implement metering services. This policy applies to all, which means it will include all types of customers basing on their categories.


The mandate of BAWASA is to supply water and provide sanitation services to the resident within its service area as stipulated in the water Supply Act No 5, 2019 and its regulations of 2013.

Autonomy


Babati Water Supply and Sanitation Authority (BAWASA) is an autonomous water utility established under the supports of the Water Works Ordinance No. 1949 and Regulation 3 (1) of Water Works Regulation published in the Government Notice No 535 on the 13rd December 2002 1997.
